Enterprise Document Governance & Process Automation on Microsoft 365
Executive Summary
A global electronics test and measurement manufacturer needed to modernize the control of quality, metrology and reference documentation used across its operations. Manual approver assignment, spreadsheet-based tracking and inconsistent review-date monitoring created avoidable delays and compliance exposure.
TechTiera designed and delivered a Microsoft 365-native document governance platform using SharePoint Online, Microsoft Lists and Power Automate. The solution introduced metadata-driven approval routing, automated lifecycle monitoring, centralized audit history and reusable deployment components that can be extended to additional sites without rebuilding the underlying logic.
Transformation at a Glance
The solution combined modern SharePoint information architecture, low-code workflow engineering, configurable approval matrices and automated governance controls to create a repeatable enterprise pattern for controlled document management.

The client is a global manufacturer of electronic design, measurement and test equipment serving telecommunications, aerospace and defense, semiconductor and advanced manufacturing markets. Within its metrology operations, the organization maintains a substantial portfolio of controlled documents including quality records, procedures, engineering references, calibration documentation and work instructions.
Business Challenge
- Approver assignment depended on user knowledge and manual judgment, leading to inconsistent routing and avoidable delays.
- Document owners lacked a single, reliable view of workflow status, decision history and pending actions.
- Review dates were monitored manually, allowing soon-to-expire or expired documents to remain unnoticed.
- Workflow logic was not reusable; onboarding a new site required duplicating and modifying automation logic.
- The existing process created administrative overhead and weakened the consistency of quality-governance practices.
The TechTiera Solution
TechTiera implemented a configuration-driven, Microsoft 365-native document control solution that automates the end-to-end lifecycle of controlled documents while preserving a familiar SharePoint user experience. The design deliberately separated business rules from workflow logic so that administrators can update approvers, document types and deployment parameters without modifying code.
Solution Architecture
| User Experience | Content & Metadata | Automation Layer | Governance Data | Audit & Lifecycle |
|---|---|---|---|---|
| SharePoint upload, check-in and email approvals | Controlled libraries, content types, columns and archive | Approval, upcoming review and expired document flows | Document Types & Approvers list plus environment variables | Workflow history, status, reminders and archival actions |
1. Metadata-Driven Approval Engine
A centralized Document Types & Approvers list maps each controlled document type to its designated approver or approver group. When a document is uploaded or modified and marked as requiring approval, Power Automate queries this configuration list and determines the routing path dynamically. No approver identities are hard-coded into the workflow.
- Business administrators can maintain approval assignments directly in SharePoint without redeploying flows.
- The same workflow supports multiple document categories and future organizational changes.
- Approval acknowledgments, approve/reject actions and final outcomes are communicated through actionable Microsoft 365 notifications.
- Decision details, timestamps, comments and workflow status are written to a centralized history repository.
2. Automated Document Lifecycle Management
Two scheduled flows continuously monitor document review dates and proactively notify responsible stakeholders. A daily flow issues staged reminders four weeks, two weeks and one week before the review date. A weekly governance flow identifies documents whose review date has passed and alerts document and site owners to renew, supersede or archive them.
| Automation | Trigger | Primary Function | Outcome |
|---|---|---|---|
| Approval Flow | Document upload or modification | Validates metadata, resolves approver, initiates approval, updates status and logs decisions | Consistent approvals and complete traceability |
| Upcoming Review Flow | Daily schedule | Scans review dates and sends 4-, 2- and 1-week advance reminders | Proactive document renewal |
| Expired Review Flow | Weekly schedule | Identifies expired documents and notifies responsible owners | Reduced compliance and quality risk |
Technical Design & Engineering
SharePoint Information Architecture
- Controlled Primary Documents library for active, governed content.
- Archive library for retired, obsolete or superseded documents.
- Content types and metadata columns for document type, owner, approval requirement, status and review date.
- Versioning and check-in/check-out controls supporting controlled authoring and release.
- Workflow History list providing a queryable record of approvals, responses, timestamps and process outcomes.
- Configuration lists that separate business rules from automation logic.
Power Platform Engineering Practices
- Solution-aware cloud flows packaged within a reusable Power Platform solution.
- Environment variables for site URLs, library names, configuration lists and deployment-specific settings.
- Modular flow design with clear separation of trigger, validation, routing, notification and logging functions.
- Controlled error handling and status updates to reduce silent workflow failures.
- Use of standard Microsoft 365 connectors to minimize custom-code dependency and simplify supportability.
- Parameter-driven deployment approach enabling rapid replication across additional SharePoint sites.
Security, Governance & Auditability
- Authentication and authorization inherited from Microsoft Entra ID and SharePoint Online permissions.
- Role-based access to libraries, configuration lists and workflow history.
- Version history and approval records supporting evidence-based quality reviews.
- Automated timestamps and decision capture to strengthen audit readiness.
- Defined ownership model for document owners, site owners, approvers and administrators.
- Governance by configuration, reducing the risk of unauthorized or undocumented workflow changes.
Design Principle
The architecture was built as a reusable enterprise pattern—not a one-off workflow. Business rules are maintained as data, while Power Automate provides the orchestration layer. This sharply reduces the effort required to support future document types, approver changes and new sites.
End-User Experience
For document owners, the process remains intentionally simple: upload or update a document, provide required metadata, indicate whether approval is required and check the document in. The platform then performs routing, notifications, status updates, history logging and lifecycle reminders automatically. Approvers interact through familiar Microsoft 365 approval emails without needing to learn a separate application.
